Can we attribute the wider range in age among shark attack victims in Southern California to the milder weather and warmer water?

This plot is very interesting to me because focusing on something as potentially negligible as age of victim appears to point to another issue entirely: the environment where most encounters are occurring. Of the top 5 counties that have the widest range of age of victims 4 of them are in Southern California.
